You are purchasing a kit of precut parts to be able to build the metal rod bender kit. This kit is based on the original design of Tom Lipton at Ox Tools. He has given us permission to sell this as a kit. Alternatively you can buy the plans for $8. Its basically angle iron, flat bar, 2 sizes of OD/ID slip fit DOM tubing and some other misc hardware. This kit will take 2-3 hours to do the final fabrication and assembly. You will need a drill press, grinder, welder. If you have a lathe it would be much easier but definitely doable without it, as you will see in the 2 part instructional video that comes with the kit. These are usually in stock and ship out within 2-3 days of purchase and come via UPS flat rate.
